EUROPE (Carmaker countries):
Import duties for cars into EU countries (where cars are manufactured, anyway) is 33% of the value of a brand new car, as a rule of thumb.
GHANA (Non-carmaker country):
All vehicles imported into the GHANA unless specifically exempted under the PNDCL 330 or other enactment attract the following (depending on type of vehicle);
Import Duty - (0%, 5%, 10%, and 20%)
Import VAT - (0% or 12.5%)
National Health Insurance Levy - (0% or 2.5%)
ECOWAS Levy - (0.5%)
Export Development Fund (EDIF) - (0.5%)
Examination Fee - (1%)
In addition, the various categories of vehicles attract overage penalty when they are more than ten years old.
Below is an example of a 9yrs old imported Land Rover which is most likely bought for about $5,000 or $6,000 in the US, but on arrival in Ghana owner is compelled to cough up $9,403.25. Meaning, we pay about 150-200% of the actual purchase price of vehicles a s import duty.
NOTE:
1. NHIL - GHs2,728.75: National Health Insurance Levy. Meanwhile this poor importer after contributing almost GHs3,000 is not on the NHS database. If he falls sick and goes to the hospital, he still doesn't qualify because he's not registered! And importers pay so much towards health insurance, yet the system is underperforming and struggling? EU countries aren't paying towards Health insurance through import duties, but citizens enjoy excellent health facilities and services.
2. ECOWAS LEVY - GHs454.79: This is mandatory. But with such huge contribution, what does ECOWAS do for ordinary Ghanaian citizens? Even traveling within the West African region is a problem! It should be scrapped! No benefit. I stand to be corrected
3. EXIM - GHs682.19: what is EXIM? What is this money used for?
4. EXAM FEE - GHs909.58: This is a RIP OFF! When I cleared my car, a customs officer used less than 3 minutes to have a visual inspection of the car. Is that the exam fee attracting a whopping GHs909.58? This is OUTRAGEOUS!
5. NETWORK CHARGES - GHs348.70: What network, please? Internet data used to check details of the imported car or what? How much data is required to check details of a car? Customs need as much as almost GHs350 worth of data? Wow! I need some education, please.
6. NET VAT/NET NHIL - GHs51.56/GHs8.59 respectively....
My take: The politicians are messing with us BIG TIME through State machinery and system of agencies!
